These states are assigned electoral votes by congressional districts. In other words, Nebraska and Maine will not assign all election votes to candidates who win the statewide vote, but will award voting rights to the winners of each congressional district. The winner of the statewide vote received two other electoral votes. This method is called the Congressional District Act; Maine has been using it since 1972, and Nebraska has been using it since 1996.
